We in this area are reeling from the devastation wrought by Hurricane Michael on October 10, 2018, so be cautious and call any restaurant to make certain it is open. That being said, Panama City has superb seafood of all varieties, fresh from the Gulf or Bays. In fact, the variety of oysters drawn from nearby Apalachicola is world renowned.
Great "hangout" for beer and raw oysters.

Right on the waters of the Massalina bayou...boaters pull right up for a dinner or brunch...but most of us come on land! Watch the drawbridge raise and lower for the sailboats. So charming! BUT CURRENTLY UNDER RECONSTRUCTION SO NOT OPEN.

During daylight, there are great views of the bay from outside on their deck (especially sunset) or a cozy indoor space. Very good food with moderate to high prices (for here!).
