This part of Central Park has been closed off to the public since the 1930s and it was just recently re-opened. It's a bit of a sanctuary for birds, and other greenery and wildlife that have been able to stay isolated from the rest of NYC for the past 85 years or so. Most NYC visitors want to visit it. Your best bet is to book your ferry tickets in advance on the official site. http://www.statuecruises.com/ Also, be aware that to go inside the statue itself, you need to get tickets fairly far in advance. You can get tickets to go inside of the pedestal that the status is standing on, and those tickets you don't need to get as early as the statue tickets, but I'm not sure it's really worth it.
